VAT and E-Invoicing for UAE Car Rental Companies: What Your Software Needs in 2026

UAE car rental companies charge VAT at the standard 5% rate, and e-invoicing becomes mandatory in phases: businesses with revenue of AED 50 million or more must implement by 1 January 2027, and smaller businesses by 1 July 2027. Business-to-consumer transactions are currently outside the e-invoicing system. Your rental software should already issue compliant tax invoices and have a clear plan to work with an Accredited Service Provider.

What VAT rate applies to car rental in the UAE?

According to the Ministry of Finance, VAT was introduced across the UAE on 1 January 2018 at a standard rate of 5%. Registered businesses must charge VAT on taxable supplies and may reclaim VAT on business expenses.

When must a rental company register for VAT?

The Ministry of Finance states that registration is mandatory when taxable supplies and imports exceed AED 375,000, and voluntary above AED 187,500. Most established rental companies are above the mandatory threshold.

What about tolls, fines and admin fees?

The VAT treatment of recharged tolls, fines and admin fees depends on how the charge is structured. We have not found a single official statement specific to rental recharges, so agree the treatment with your tax adviser and make sure your software can apply different VAT codes per charge type.

What is the UAE e-invoicing timeline?

Ministerial Decision No. 244 of 2025, published by the Federal Tax Authority, set the phases, later amended. The current dates from the Ministry of Finance and FTA (September 2026) are:

Who Appoint an Accredited Service Provider by Implement by
Pilot and voluntary adopters – From 1 July 2026
Revenue of AED 50 million or more 30 October 2026 1 January 2027
Revenue below AED 50 million 31 March 2027 1 July 2027
Government entities 31 March 2027 1 October 2027

The ASP deadline for larger businesses was extended from 31 July 2026 to 30 October 2026; the Ministry said the 1 January 2027 implementation date remains unchanged.

Does e-invoicing apply to rentals to individuals?

Article 5 of Ministerial Decision No. 244 of 2025 states that business-to-consumer transactions are not subject to the e-invoicing system, and a person engaged exclusively in such transactions is not subject to it, until the Minister decides otherwise. Many rental companies also rent to corporate clients, so check whether your business-to-business rentals bring you into scope.

What should you ask your rental software vendor?

  1. Do your tax invoices show our TRN, sequential numbers and 5% VAT correctly?
  2. Can you apply different VAT codes to rental, tolls, fines and admin fees?
  3. How will you exchange invoices with an Accredited Service Provider?
  4. Which ASPs have you integrated with, or plan to?
  5. Can we separate B2B and B2C invoices in reports?

Vendors stating UAE VAT invoicing on their sites (checked October 2026) include PRO-VIA (FTA-format tax invoices), Settli (automatic VAT invoicing) and DECK (invoices and VAT). We did not find a rental vendor naming its Accredited Service Provider integration.

What should you do before the deadlines?

  • Check your annual revenue against the AED 50 million threshold.
  • Map how much of your business is B2B, such as corporate and long-term leases.
  • Ask your software vendor for its e-invoicing plan in writing.
  • Choose an Accredited Service Provider in time for your phase.
  • Clean customer data for corporate clients, including TRNs.

How does this connect to marketing?

Corporate and monthly rentals are often B2B, and they are also among the most valuable segments to market. Read monthly and corporate rental marketing and see our software checklist for the full buying list.

What does a compliant rental tax invoice need?

Your software should produce invoices with your TRN, a sequential invoice number, the customer details, line items and the VAT amount in AED. For corporate clients, store their TRN too. PRO-VIA, for example, lists TRN, sequential numbering and 5% VAT calculation on its features page.

How will e-invoicing change rental operations?

  • Invoices to business customers will be issued and exchanged in a structured electronic format through an Accredited Service Provider.
  • Customer master data, especially corporate TRNs and addresses, must be accurate.
  • Credit notes and corrections will need the same discipline.
  • Your software and your ASP must be connected and tested before your deadline.

The FTA says the system lets invoices be issued, sent and received in a structured electronic format for automated processing, supporting tax reporting, and that businesses join through the EmaraTax platform (FTA, September 2026).

Which rental segments are most affected?

Segment Likely impact
Tourist and individual rentals B2C, currently outside e-invoicing
Corporate and long-term leases B2B, likely in scope once your phase starts
Rentals to government entities Check with your adviser
Mixed businesses Must separate B2B and B2C flows

What are common mistakes to avoid?

  • Assuming e-invoicing does not apply because most renters are individuals.
  • Leaving ASP selection until the last month.
  • Missing TRNs for corporate customers.
  • Recharging tolls and fines without an agreed VAT treatment.
  • Choosing software without a written e-invoicing plan.

How should you prepare your customer data?

E-invoicing depends on clean data. Review every corporate customer record for the legal name, address and TRN, merge duplicates, and decide who in your team owns corrections. Do the same for your own company details in the rental system. Clean data also improves marketing: segmenting corporate, monthly and tourist renters is easier when records are accurate.

Key takeaways

  • VAT is 5% (Ministry of Finance).
  • E-invoicing: 1 January 2027 for revenue of AED 50 million or more; 1 July 2027 for others.
  • B2C transactions are currently outside e-invoicing.
  • Get your vendor’s e-invoicing plan in writing.

Your software handles bookings. Who fills them?

Rental software manages fleet, contracts and charges, but it does not bring renters to your site. That is the job of search, ads and fast follow-up. As a car rental marketing agency in Dubai, Areesto runs SEO for car rental companies, Google Ads for car rental and WhatsApp and CRM lead handling that feed bookings into whatever system you choose. Car rental SEO starts from AED 2,000 per month; ad spend is always separate and paid directly to the platforms. See the marketing cost guide for what drives budgets.
