The best car rental software for a UAE company is the one that handles Dubai’s TARS contract system, Salik and Darb tolls, traffic fines, Emirates ID checks and 5% VAT without manual work, and still gives you a booking engine you can market. UAE-built platforms lead on compliance; global platforms lead on booking channels. Most operators should shortlist two of each and test them in a demo.

Why does UAE rental software need more than global tools offer?
The UAE adds government systems that most international rental software was not designed around. Dubai alone is a large market: according to the RTA (April 2025), 3,494 rental companies were active at the end of 2024, with 71,040 vehicles in rental fleets. Each of them deals with the same four obligations.
What is TARS contract registration?
TARS is the RTA’s Transport Activities Rental System. The RTA launched it in October 2021 as an online system for car rental contracts and activated it for all companies. In March 2026 the RTA said the unified rental contract applies to all rental offices in the emirate, is adopted through OTP identity verification, and prohibits undisclosed fees such as extra toll charges. How are Salik, Darb and fines handled?
Tolls and fines arrive after the car is back. Good software matches each charge to the contract that was open on that plate at that time and bills the renter, instead of staff reconciling statements by hand.
Why do Emirates ID checks and Arabic contracts matter?
Residents rent with an Emirates ID and visitors with a passport, so scanning both saves counter time. Arabic matters for contracts and for the many renters who prefer it.
What about AED, 5% VAT and e-invoicing?

Which UAE-built platforms should you look at?
Speed Auto Systems
According to Speed Auto Systems’s website (checked October 2026), its platform includes E-TARS automatic data transfer to the RTA TARS system, automatic Salik and Darb toll download, automatic traffic fines download, a car rental booking engine, CRM, a customer portal and mobile app, and SMS and email notifications. Its car rental page also lists car rental broker integration. The company says it is owned by Dubai-based Karzansoft.
DECK
According to DECK’s website (checked October 2026), every rental signed in DECK goes on TARS automatically and is closed there on return; DECK describes itself as the only UAE rent a car software with automatic TARS, which is the vendor’s own claim. Its homepage lists Salik, Darb and fines charged to the renter, scanning of passport, Emirates ID and licence, and invoices with VAT. DECK states a price of AED 790 per month billed annually, with TARS included (checked October 2026).
Fleetroot
In a 2023 post on Fleetroot’s website, the company announced integration with the RTA TARS system and listed automated toll downloads (Darb), e-fines, CRM, a customer app and email and SMS notifications. The post is from 2023, so confirm the current scope.
PRO-VIA
According to PRO-VIA’s website (checked October 2026), it supports bulk Salik and Darb statement upload matched to active contracts, a traffic fine register, Emirates ID and licence scans, and FTA-format VAT invoices, with an Arabic version of its site. It lists plans from AED 290 per month (checked October 2026).
Settli
According to Settli’s website (checked October 2026), it brings Salik, Darb, traffic fines and parking charges raised against your vehicles into one feed organised by plate, and generates VAT invoices automatically.
Which global platforms are used in the region?
HQ Rental Software
According to HQ Rental Software’s website (checked October 2026), it integrates with the CRX booking engine, which includes Kayak and CarTrawler connections, Rate Highway for rate management, QuickBooks and Xero, and toll partners for US toll systems. We found no stated UAE toll or TARS integration. Its API documentation says API access comes with Professional or Enterprise plans, which matters if you need a custom UAE connection.
Rent Centric
According to Rent Centric’s website (checked October 2026), it offers a real-time reservation system that runs on your own WordPress website, contactless rentals, GPS tracking and toll processing for US toll authorities. Its customer page lists SIXT Rent a Car Dubai and offers an Arabic site language.
RENTALL (navotar.com now redirects here)
According to RENTALL’s website (checked October 2026), it offers seasonal and promotional rate options, broker connections and multiple currencies, with a stated minimum fleet of 10 vehicles. In October 2026, navotar.com redirected to the RENTALL website.
RentSyst
According to RentSyst’s website (checked October 2026), its website builder creates a branded rental site that is SEO-ready (meta tags, clean URLs, fast loading), with bookings landing in its CRM.
TSD and enterprise platforms
According to TSD’s website (checked October 2026), reservations can be processed from your website, GDS, OTAs and other channels. Enterprise systems such as Wheelsys and Thermeon are also used internationally, but we could not read their UAE-specific claims, so ask them directly.
