Car Rental Software Integrations in the UAE: TARS, Salik, Darb, Fines and UAE PASS
In Dubai, rental software should connect to the RTA’s TARS contract system and automate Salik tolls and traffic fines; in Abu Dhabi it should handle Darb tolls. Emirates ID and passport scanning are widely offered, but as of October 2026 no car rental software vendor publicly advertises UAE PASS integration. Ask every vendor which of these are automatic and which still need manual uploads.

What is RTA TARS and who must use it?
TARS, the Transport Activities Rental System, is the RTA’s electronic system for rental contracts in Dubai. The RTA launched it in October 2021, registered all companies, entered all valid contracts and activated it for every company. According to the RTA (April 2025), the rental sector “is regulated through the (TARS) electronic rental system”, covering light and heavy vehicles.
What does a TARS contract record?
According to the RTA (March 2026), the unified contract includes vehicle and renter details, the rental terms, and photos documenting the vehicle’s condition at handover and return. It is adopted through identity verification with a one-time password for digital signature, prohibits undisclosed fees such as extra toll charges, and requires deposits to be refunded within the specified time.
How does software connect to TARS?
The RTA runs a TARS API developer portal for system integration. A vendor with a working integration can submit and close contracts from its own screens instead of staff typing them into TARS.

What should you ask a vendor about TARS?
- Is submission automatic at handover, or does staff copy data across?
- Are returns, cancellations and vehicle swaps synced?
- What happens when TARS rejects a contract, and who is alerted?
- Can we download the TARS contract copy from your system?
Some vendors mention a time limit for registering contracts after handover. We could not find it on an official RTA page, so confirm the current rule with the RTA directly.
How should Salik tolls be handled?
Salik charges arrive on the plate, not the renter. Software should import them, match each crossing to the open contract by plate and time, and add it to the renter’s invoice or deposit. Remember the RTA’s unified contract prohibits undisclosed toll fees, so show your toll policy upfront. Vendors stating Salik handling (checked October 2026) include Speed Auto Systems, DECK, PRO-VIA and Settli.
What about Darb tolls in Abu Dhabi?
If your cars drive to or in Abu Dhabi, Darb charges need the same matching. Speed Auto Systems, DECK, PRO-VIA and Settli state Darb support, and Fleetroot’s 2023 post mentions Darb toll downloads. PRO-VIA describes uploading the statement file rather than a live feed, so ask each vendor whether import is automatic or manual.
How are traffic fines matched to renters?
Fines may come from Dubai Police, Abu Dhabi Police or other authorities, often weeks after the rental. Look for automatic fine download or import, matching by plate and time, evidence attached to the customer statement, and rules for billing the renter or the deposit. Speed Auto Systems lists automatic traffic fines download; DECK, PRO-VIA and Settli also state fine handling.
Is parking included?
Parking charges are another post-rental cost. Settli states that it brings parking charges into the same feed as tolls and fines. For others, ask.
Which identity checks are supported: Emirates ID, passport and UAE PASS?
Residents usually rent with an Emirates ID and visitors with a passport. DECK and PRO-VIA state document or Emirates ID scanning on their sites.
Why does no vendor yet advertise UAE PASS?
UAE PASS is the national digital identity. Its developer documentation describes authentication and digital signature services for integrated organisations. As of October 2026, we found no car rental software vendor that publicly advertises UAE PASS integration. If it matters to you, ask vendors whether it is on their roadmap.
What does Abu Dhabi require?
We did not find a published Abu Dhabi equivalent of TARS for standard daily or monthly rentals. For hourly rentals, the Integrated Transport Centre’s hourly car rental regulations require operators to provide electronic applications or systems for the activity and to link vehicles to an electronic tracking and monitoring system connected to the centre’s system. Check current rules with the ITC before you launch in Abu Dhabi.
